About OEM Commissioner Joseph Esposito -
In June 2014, Mayor Bill DeBlasio appointed Joseph Esposito commissioner of the New York City Office of Emergency Management (OEM) to coordinate the City's response to emergencies.
Commissioner Esposito has been dedicated to public service since 1968. Prior to joining OEM, he spent over 40 years serving New York City's Police Department (NYPD), and most recently served as the NYPD's Chief of Department from 2000 until his retirement from the agency in 2013. As Chief of Department, Esposito directed and controlled the daily operations of the six major enforcement bureaus within the NYPD - Patrol Services, Detectives, Transportation, Transit, Housing and Organized Crime Control.
As the longest-serving chief in department history, Esposito presided over a 40 percent drop in violent crime, oversaw the agency's evolution from a traditional crime-fighting organization to one that embraced the post-9/11 anti-terror mission, and helped introduce the Toys-for-Guns program in Washington Heights.
Esposito earned praise for his leadership during and after the 9/11 attacks. Esposito also oversaw the NYPD's response to Hurricane Sandy and its aftermath. When he reached the mandatory retirement age of 63, Esposito was the only four star chief in the NYPD and the highest ranking uniformed member of the NYPD. Esposito has received several of the NYPD's highest awards, including the Combat Cross, the Medal for Valor, and the Medal for Exceptional Merit. He has also received the Otto Raphael award, given by the Shomrim Society, and he received the Lt. Petrosino Award in 2009.

 Zachary Goldfarb, EMT-P, CHSP, CHEP, CEM, is the principal of Incident Management Solutions, Inc., a New York-based certified emergency management consultancy specializing in planning, training, and operational leadership for emergencies and major events.
Clients range from the 1994 Woodstock II concert festival in upstate New York, where he served as the medical incident commander, to many hospitals and health care systems in the New York metropolitan area and across the US where he has developedJoint Commission-compliant emergency management plans and implemented the Hospital Incident Command System (HICS).
Recent activities also include developing a New York State Department of Health Comprehensive Emergency Management Program for all hospitals in New York State, and a set of healthcare facility evacuation plans, tools, and templates for all flood risk healthcare facilities (including nursing homes and adult care facilities) in the State

Security Officer Award
Below are details on our latest Award winner. We'll also honor him at the October 17th event:
MICHAEL ALONSO,
Detective with the NYC Hospital Police
Detective Michael Alonso has been with the NYC Hospital Police Department for over 12 years. Det. Alonso is a dedicated productive officer, with dozens of arrests ranging from misdemeanor offenses to felonies. He was the investigator assigned to the 6th Division
Investigations Unit when it was brought to his attention that several outpatients were experiencing thefts from one particular area, the OPD Ambulatory Surgery Clinic.
As a result of long hours, hard work and due diligence, Det. Alonso exposed a pair of employees who were stealing money and personal property from patents who came
to the hospital for out-patient surgical procedures. Subsequently, both employees were arrested, charged and later terminated from employment, thus closing a crime spree that lasted for nearly a year.
Two months ago, Det. Alonso was investigating a case where computer hard-drives were mysteriously missing from the hospital. After following up leads and conducting interviews, the detective came up with a suspect who was a hospital contractor. He then began to check videos of the various areas where the suspect was assigned. Det. Alonso eventually observed the suspect enter a restricted area with a backpack. Minutes later, the suspect left that area with a full backpack. Det. Alonso spoke with the suspect's first-line supervisor who stated the suspect had no valid reason, permission or authority to be in the restricted area.
The detective immediately interviewed the suspect, who after initially denying any wrongdoing confessed to the theft of hard-drives worth thousands of dollars.
